By serving on a city commission, you can help plan the future of Davis.  Commissions serve as a conduit for citizen input – a way of gathering, analyzing and recommending options to the City Council.  Commissions also provide an important avenue for determining the community’s feelings about issues and extending the reach of the democratic process.

Applications may be picked up at the City Clerk’s Office at City Hall, 23 Russell Boulevard during regular business hours, or downloaded at http://cityofdavis.org/city-hall/city-council/commissions-and-committees/apply-to-serve-on-a-city-commission.

APPLICATION DEADLINE: November 1, 2018

Applications may be submitted, in person or via mail, to the City Clerk’s Office at City Hall, 23 Russell Boulevard, Davis, CA 95616; or via e-mail to [email protected].

In addition to the application form, commission applicants will participate in a 10-minute private interview with the Council Subcommittee on Commissions and city staff. Applications are tentatively scheduled to be submitted to City Council for appointment in mid-November 2018.

COMMISSIONS/COMMITTEES INFORMATION

BICYCLING, TRANSPORTATION, AND STREET SAFETY COMMISSION

• Advise on matters relating to transportation policy; transit, bicycle, pedestrian, and vehicular planning; street design; traffic operations and enforcement; traffic safety; parking; and transportation infrastructure maintenance.
• Meets: Second Thursday (monthly), 5:30 p.m., Davis Senior Center, 646 A St.

HISTORICAL RESOURCES MANAGEMENT COMMISSION

• Maintains inventory and recommends designation of historical resources; reviews applications for alteration permits for historical structures.
• Members with experience/knowledge in historic preservation, cultural heritage of Davis and/or professional qualifications in architecture, history, prehistoric/historic archeology, urban planning, law, real estate, folklore, museum curation, conservation, landscape architecture, American studies and cultural geography are highly desired to maintain compliance with Certified Local Government Guidelines.
• Meets:  Third Monday (monthly), 7:00 p.m., Davis Senior Center, 646 A St.

NATURAL RESOURCES COMMISSION

• Promotes the preservation, management and enhancement of the city's natural resources.  Recommends policies and guidelines regarding air quality, water conservation, waste management and recycling.
• Meets:  Fourth Monday (monthly), 6:30 p.m., 23 Russell Blvd.

OPEN SPACE AND HABITAT COMMISSION

• Advises on matters relating to open space issues, programs, projects, including:  natural areas; wildlife and wildlife habitat; agricultural land conservation; land acquisition; regional parks; trial systems; project site design, operations and maintenance.
• Meets: First Monday (monthly), 6:30 p.m., 23 Russell Blvd.

PERSONNEL BOARD

• Provide advice through neutral and objective judgments concerning personnel issues and fulfill obligations and responsibilities imposed by the Personnel Rules; investigate and make recommendations on matters of personnel policy.
• On call, meets as needed when appeals are submitted.

PLANNING COMMISSION

• Reviews and makes recommendations relative to land use decisions including General Plan and Specific Plan amendments, variances, conditional use permits, planned developments, tentative maps, rezoning and annexations.
• Meets:  Second & Fourth Wednesday (bi-monthly), 7:00 p.m., 23 Russell Blvd.

POLICE ACCOUNTABILITY COMMISSION - NEW

• Provides community-based accountability via interactions with members of the public, the Independent Police Auditor (IPA), the Davis Police Department (DPD), and others.  Scope includes: develop community outreach plan; provide input on DPD policies, procedures, and training; review IPA reports on misconduct complaints, assess work of the IPA.
• Members shall reflect a diverse representation of the community and include members of various ethnicities, racial backgrounds, sexual orientations, economic status, etc.  A minimum of two members shall have demonstrated previous adverse interactions with the DPD. No member will have a law enforcement background.

RECREATION AND PARK COMMISSION

• Advises on matters pertaining to public recreation and park planning; reviews annual budgets for park and recreation programs.
• Meets:  Third Wednesday (monthly) 6:30 p.m., 23 Russell Blvd.

SENIOR CITIZENS COMMISSION

• Advises on matters relating to policies and programs that serve senior citizens.
• Identifies needs of the aging in the community.
• Explores improved and new services in private and public sectors.
• Meets: Second Thursday (monthly), 2:30 p.m., 23 Russell Boulevard

TREE COMMISSION

• Advises on tree related matters, including review and approve or deny tree removal and/or modification permit requests.  Makes recommendations regarding designations of Landmark Trees.
• Meets: Third Thursday (monthly), 5:30 p.m., 1818 Fifth St.

UTILITY RATE ADVISORY COMMISSION

• Advises on the City's utility rates, assumptions and programs, and related utility matters; compares rate structures from other communities.
• Meets: Third Wednesday (monthly), 6:30 p.m., 23 Russell Blvd.
